To be fair, it use to mainly clean up tmp files/dirs, then it just expanded to also create files/dirs generally. And then the name just stayed because of backwards compat and churn if they'd change it.
But renaming it to something more like systemd-sysfiles (similar to sd-sysusers) would be nice.
