I have penabled plenty of people at work with the Jinhao Shark pen. Comes with a converter, and I always have a bottle of black and blue-black ink at my desk, so they can get a refill.
For how cheap it is, the pen writes quite well. (And if the nib needs some tuning, I'm happy to give it a go.)
I should stress that all of these people only took an interest because of the shark design. It's been a great ice-breaker.
