Well, you have to look at ERCOT & SPP. These are the power pools. ERCOT as a grid is extremely unstable because of course. This is frusturation with the grid genuinely being bad (for reference OG&E Oklahoma Gas & Electric basically run the entire grid in Oklahoma). They have uh issues because they're a government subsidized monopoly. They're a laughing stock in the state. Constant issues from above ground powerlines in a windy flood plain, not to mention their response time is exceptionally slow. During our ice storm we had some very bad over & under volting that destroyed electronics. OG&E offered to pay for destroyed electronics to all the people impacted... but then just didn't. The grid being stressed is nothing, because the thing is that money should be put into the power grid to keep it stable. I get that it's not easy to just build a substation (it really isn't the time it takes to build those massive transformers alone.) We have known about the solar flare issue... there's just not been attempts to harden our grid or make it any more stable for residential users. So, I would say all 3 really.
