It’s a hateful thing to say. But there’s too much suppression of speech to make it a binary decision—usually, clamping down on lines of speed that fail the Supreme Court test on imminent violence *suppress the speech of minority opinions.* This is the fundamental reason for the ACLU. (Colleges vary widely in their legal 1A requirements.)
