Yes, something like that. I am doing peer-to-peer first so storage is up to whoever is generating the data. This is to make it impossible for any centralizing forcing function to make communication impossible for little guys at the fringes of society.
Then if people want they can pay for large "peers" to act as cloud storage and relays to improve their user experience.
I am also building in web of trust, to make easy spam and scamming impossible. These can still get in via social engineering, but you can't program perfect users. This isn't pagerank or some other popularity contest version of web-of-trust. It just means that all communication has to go through your own verified contacts. If it isn't from someone you know (or someone you know knows to a application specific N jumps) then you don't see it.
It is a whitelist only protocol. All the reply guy spam would get nowhere in such a scheme.
