Discounting in public finances means future costs 40 years out are effectively zero. The assumption was always that at 40 years old, buildings would be replaced. Given it was the 1960s and how much things had changed since the 1920s, that seemed reasonable at the time. There was no point in making it last longer.
Of course now that we're at 150% design life and people are shocked it's started to fail... that's a problem.
