In 1799, when Britain had lost its American colonies, it had a significant trade deficit with India. The East India Company needed a lot of gold to finance its operations.

The British took the entire Indian subcontinent as their colony around that time and extracted all the wealth they could. They had a massive amount of money in Indian rupees which would have made them insolvent if converted into sterling (Indian currency was pegged at par with Sterling). So, when a massive quantity of gold was found in Sindh, it was used to convert this sterling's value worth money into gold.

A British engineer named James Wilson designed the engines that were used to separate gold from soil and then they extracted an enormous amount of gold worth 21 million sterling. This is what Diodorus meant by saying that Xerxes had extracted a massive quantity of gold from the Temple in Babylon.
