It's a silly framework DHH built while coding Basecamp. He's kinda Rockstar Developer and combined with Jason Fried - they have quite cult following... people started using Ruby on Rails just to follow two of them. Technically as I said, it's very silly (especially compared to dev frameworks from say Microsoft/Google/Apple).
