This is taken out of context. Satoshi argued here that unconfirmed payments would be fine for small payments and there wouldn't be frauds. We now know that he was wrong and we use lightning for small payments. I get a feeling from the discussion which ended to this comment, that satoshi got insecure as he understood that bitcoin back then wouldn't work for small payments :)
