I haven't seen enough data. I can't say you're wrong outright, I suppose, but I'm extremely skeptical. Many black people immigrate, usually the kids of first generation immigrants, and perform well and go into high skill jobs.
You can't really believe Negroes were given a fair shake in America? Slavery only ended 150 years ago, and Jim Crow was still effect in the lifetime of many alive today.
I'd have to see proof of say, kids of an sub-Saharan African first generation immigrant born into a Western European country compared to, say, a Chinese kid or some similar East-Asian country.
