The ratio of projects to userbase is a bit unusual IMO. That isn't to complain but at least for some of the big ones such as Damus, I do believe it's the primary/ sole focus of the dev(s). If there was a larger userbase contributing to these projects then they could be passion projects. However it's not just that. A good example would be relayable that fell over because they spent way too much money on a relay system that just didn't bring in money.
