Who else thinks this is utter bullshit and they're still fudgin the numbers? IMO, it's more like 10%. My town has a huge homeless problem with tents propped up downtown everywhere, the plasma donating place is always busy, there's at least 5 intersections a day I see with panhandlers... that wasn't a thing just a few years ago.
