when someone migrates and imports those they are following, if they were following you, that shows as a new follow since it is a new account that didn't follow you previously.
be sure to export your following accounts, blocked accounts, etc before you migrate. then you can import. new follows from the new NAS lets me know who is already on there for now until I migrate.
