Once signed, they become the executive orders, proclamations, etc., that are needed to put the emergency action into effect. They also cease to be secret. By definition, PEADs are unsigned and have no effect until they are signed, at which moment they cease to be a PEAD and become whatever sort of Presidential document that they were drafted to be once they are executed.
