Relay could only do broadcast notes that are published by a pubkey thats followed by at least 1 person. If you wanna join you need to convince someone to follow you. This way its also easy to get rid of bots. If one account A follows all bots to allow them to post, you can easily block all people followed only by A (and by extension only accounts only followed by the followed of A etc.).
