It was the most annoying thing ever when our smarter-than-gods uni network admins decided to block Telegram, thus preventing communication in multiple departments during a very critical time period, plus breaking notifications in several projects of my department.
The reason was, as I gathered, something related to politics, but I'm not sure because what's transparency, anyway.
I had to set up a proxy for the projects; luckily, I myself had never used the corporate network for my devices, even for my uni-based work machine.
Don't do that. Don't decide for your network users what they should and shouldn't use.
C2 is trivial to implement via literally anything that allows sending and receiving info.
