Germany, pre war during the reign of Adolph Hitler. Every shop owner were called "shop manager" (Betriebsfuhrer) and profit went to the state first. If the "entrepreneur" need money, for example for medical treatment, he had to ask the district Fuhrer to take more than the salary given to him. There were no private entreprises.
As for Great Britain, it became socialist during war, throught the government of Winston Churchill.
