We use a mix of things, we build our own, juniper, cisco, nokia, many other vendors. the TPUs are interconnected mostly with entirely proprietary custom technologies and fiber connections. The V5 pods have direct connections between every other chip in their pod, and can be reconfigured to any size because they're connected to optical circuit switches that act as a sort of automated patch panels (but much quicker and can also act as switch I guess? it's just a box of mirrors basically)
