It's intentional that it doesn't do it all the time. It needs to charge to full capacity occasionally to allow recalibration of the feature and the battery capacity. Usually you only need to do this once or twice.
When you are fully charged the phone goes into bypass charging, so the device becomes powered by the charger and it doesn't charge the battery at all.
