The US law forcing GPS imagery to be lower-res over Israel (not even over the US) is not about protecting Israel. High-res imagery is of use for demography, social studies, watchdog groups, etc., and those are all predominantly the country's own citizens participating in civil society. The security state wants to restrict that; the USSR wouldn't even publish road maps. The uniqueness of Israel is that its security state gets to lobby the US but civil society doesn't.
