Or option 2. they “protect” the citizens by enforcing martial law and then draft everyone for WW3
Or 3. (most plausible) just try to portray the still all mighty superpower to it’s own citizens with the undisclosed hint of “we might have super weapons”, but this is laughable at best on a geopolitical level
