Apparently on Instagram you cannot report an account impersonating a celebrity or public figure unless the celeb/public figure is already on Instagram.
A poorly done Elon Musk impersonation account followed me, but the reporting tool requires that the genuine account exists on Insta, and you can’t complete the report if it doesn’t. Lame.
