I don't use 4k but 1440p/ultra settings, no frame gen, and was holding 100fps just fine on the 4090, my friend on the 3080 was hitting around the same at 1080p. I would imagine if you're not even hitting 30 on a 3060 you have some sort of other underlying issue.
