The entire working class can't be in control of the government. It'll always come down to a few people who'll be responsible for running the government, i.e. bureaucrats. The concept of a "dictatorship of the proletariat" still entails a hierarchical structure with a governing body, which contradicts the goal of achieving a stateless, classless society.
