For most of us salaries and income are interchangeable, but at the top end things like capital gains, dividends, the structuring of compensation packages and the various vehicles for offsetting, offshoring and so on become very significant.
The top few % or whatever are doing fine and shouldn't really feature in policy considerations or calculations. We know there is very wide variance in say the top 5% but, anything they truly need will be provided anyway by catering policy to the bottom 95% or whatever the split is.
