That's the secret cost to all hydrogen rail concepts. Hydrogen road vehicles are never going to be a thing, and there never will be much of a hydrogen market like for diesel. Hydrogen railways will either have to make their own H2 by owning an expensive factory or buying it at even higher cost from a specialty manufacturer.
The rail industry moves slowly and so many are still living in the world of 20 years ago where batteries were never going to beat hydrogen on the road, and where Europe was powered by Russian gas...
