It doesn't sound like people are making stuff up at all. Meta's own email talks about meeting many admins, about "confidential details that should not be shared with others" etc. That sounds like NDA meetings.
It's really hard to reconcile the existence of this letter from Meta with what Eugen is saying in his statement.
