Well actually the japanese emperor and the previous president in the 1890 had a great relationship with japan. The relationship was so great in this admin the japanese and the USA would back eachother up and promised to do so. But thag backing was broken in 1906 after the russo japanese war. When japan asked the usa to back them up with all the winning in the war against the russian empire. The usa turned their backs on the japanese which then japan was at the mercy of the EU to relinquish most lands to the russians thag was won.
Japanese dont take lightly to betrayals. That was something the japanese couldnt forgive with the usa. No wonder tension was so high in 1937. Evergthing adds up.
