There is the option of simply ignoring a court's intrusion on obviously plenary powers, and if this was undertaken successfully (and especially repeatedly) it could take on the colour of precedent. But Trump has asserted his rule of law nature here and stated unequivocally that his administration will obey the courts in every instance.
