New protocols often go a while before the GFW learns how to detect, limit or block. For example wireguard went through the GFW for years prior to it becoming popular after mainline inclusion. The fact that something isn't censored yet is only because it's early.
Nostr users generally need to connect to the same relay servers in order to follow and exchange notes. I was surprised to learn today that the relay servers don't relay to each other. Clients make a large number of simultaneous connection attempts to try to make this work.
Unfortunately making a large number (e.g. 10) connections is bad for your personal privacy and uses a ton of extra data. I suspect noisier, predictable patterns on the network isn't good for long-term evasion or punishment by the state there.
