This aligns with my thinking that the best places are always the frontiers. The parasitism in the cultural centers ramps up the closer you get to the center, to the point where everything you have gets legally stolen from you and the only way to survive is to join one of the organized theft gangs, such as the state or a dominant corporation. The center of a civilization is, IMO, the least civilized.
