I think it’s just a reflection of Japan’s admiration for European folklore and how much that has influenced JRPGs (and still does). FFXIV is often seen as a theme park for the Final Fantasy franchise, so including an evil empire roaming around helps reflect the spirit of past titles. The core theme of Final Fantasy has always been about standing up to some ominous force, and in a Western-inspired setting, a dictatorial nation with a psychopathic leader is the easiest way to represent that. I don't particularly think it's supposed to be deep in FF14, since there are plenty of stories and side stories with conflicting messages. Endwalker's message is pretty much "suffering is necessary" if you think about it.
