With some creative adaptation, it could. Taliesin is part of the cultural identity of Wales but the same story could work is many different settings.
Jib's tale is more tied to the world he lives in. The tension between ground and tree dwelling people, the scale of the natural world he inhabits, all of that makes it a little more tricky to change the setting without completely rearranging the story.
