Governments will have little to no control over the network, only their own shards. Even then its consensus based and ran by a foundation Trust, with a seperate sovereign wealth fund

Due to the design, network fees per annum per person should be about (-1.7%) which is better than it being minus 100% of your transaction fees.
They will be tiny anyway.
