If you go down the road of building your own storage buy a disk array and a sas controller + used enterprise sas drives. Set redundancy to 3 copies and use something like glusterfs on it.
However that's way more effort than just using a S3 API of backblaze or contabo. And both are still reasonably cheap for the start at least. Also you'd need to consider your upload speed and potentially expose yourself to getting DDOSed (both intentionally and unintentionally)
