Why not? If the IRS believes his story, they won’t tax him on any gains for his 200 coins.
He could mix them and hope to hide the trail of the “stolen“ coins. Then eventually use those anonymized coins to pay with or to exchange for cash anonymously in small tranches.
This is of course just a fictional scenario, not accusing Luke of anything.
