Mark Ruffalo says that Marvel won't make a standalone Hulk film because all the CGI would be too expensive.
I'm pretty sure that Universal holds the rights to a standalone Hulk film (remember they made two films already, one with Eric Bana, the other Ed Norton).
That's why Hulk can only appear in someone else's film.
