The W65C265SÂ has a Bus Control Register, which can be used (among other things)Â to enable or disable the external address and data buses.
The CPU has an 8KB ROMÂ (which is full of a shitty monitor that IÂ don't use!)Â and 512 bytes of SRAM baked onto the die, so IÂ figure IÂ can use that to run anything that needs to shut off the external bus.
