I'd personally almost say "no, not by itself". To me queer is a bit of a "visual" qualifier and I wouldn't necessarily put ace and aro people in that group either, especially since a lot of us tend to "default" to heterosexual couplings if we do get into relationships (thanks heteronormativity !).
