Idea about #fediverse #federation :

Federation by whitelist, but to get into whitelist to federate with server A you can either get manually whitelisted or federate with one of servers that were manually whitelisted to federate with server A.

Basically, if such thing implemented inside existing activitypub ecosystem, it could be used to create a small comfy "fediverses" that are closed off from main network but you only need to federate with one of it's instances to get into this netwotk (as instance).

OR

It can be used to make several other instances as your blocklist by principle "if you are not blocked on at least one of this instances you could federate with us"
