Time will tell. Millions of Californians live in very close proximity to oil wells. The oil companies basically want to keep these wells active, despite the danger to humans.
The referendum cost them tens of millions, but they abandoned it. They had to be worried that it would fail.
They think they will have a better chance in the courts. I am not sure.
CA has found ways to protect its environment despite some really bad federal court rulings. This buys us time to prepare.
