Do relays have to disclose this information (see quoted note below)? If so, where can it be found? And, if not, I believe this need be strongly encouraged or even built as a user-configurable restriction within the protocol. It could exist as an additional note tag - whether or not a note is available for rebroadcasting outside the relays set in a users .well-known/nostr.json file.
My preference, and I think many new user’s assumption, is that notes are published only to those relays on which I/they have opted to write. A restriction of this sort should also make running delete events more reliable. If nostr is to be a censorship-resistant protocol, keeping content control in the hands of the author seems key.
Your thoughts?
There are "rebroadcasting relays" that broadcast to every known relay.
