I believe POWs are detained until war is declared over so they're out of the fray, and can be "used" similarly to hostages as leverage or a source of information. Hostages I believe are indefinite and there's an understanding they are a bargaining chip. They can be taken and held outside of an official declaration of war/active combat. I don't think it's just semantics but how each is treated is really going to depend on the abductors of course.
