The military is planning to wage war, they will lose X soldiers to disease and Y soldiers to combat, and Z soldiers to vaccine death or injury. They've already decide the total X+Y+Z is acceptable. As long as the ration of Y/Z is not too bad, they'll do it. X+Y+Z soldiers have already been assigned death.
