Indeed. It’s definitely complex (which is often a symptom of a bad idea).
It seems to be more of a hack than a “soft fork”. It overloads an existing concept (‘anyone can spend’) to mean something different, enforced by a loose cohort of miners.
It seems dangerous for people to participate. Should miners not maintain the requisite supermajority, then funds would be stolen.
