Design has multiple purposes to satisfy multiple stakeholders, invariably prioritising the recording of KPIs which always hinder learning & improvement
The priority for services should always be:
1) Learn what matters to users & how far we do/don’t deliver that
2) Learn how to do exactly & only what matters & make that the normal way of working
3) Learn what measures will support learning & improvement (NEVER targets!)
4) Learn how IT can support the above
