From what I’ve seen as a first responder extricating and bagging bodies, it’s likely aimed at stopping rear seat passengers from killing the driver and the front seat passenger when they become projectiles in relatively low speed collisions. But I agree, regulation shouldn’t be used to interfere with natural selection.
