Useful for hills and wind. I can keep the effort consistent and let the pace be variable.

Useful especially for races. If I know I can hold a certain power for the duration of the race to hit a goal time, then regardless of the gradient, if I stick to the target power, I'll hit my goal without blowing up.

It's also more responsive than HR for speed work. Even though I'm more likely to target specific paces, targeting by power can be useful in a training block also.
