The thing about car parks is that they're almost always next to a load that can consume the generated energy - whether it is fast or slow charging EVs, HVAC for offices, shopping, or even if they're parking for public transport, electrified transport can absorb any generation. No need (in most places - the U.S.A. aside) or local generation and storage for grid resilience) - the grid is the perfect battery for taking generation in one location and delivering it to load either at that location or somewhere nearby.

Now, I accept that in some parts of the third world, including the US, grid resilience is an issue (my tongue is firmly in my cheek, here) but my point is that you should deploy storage where it make economic sense, for the lowest cost solution, not just so you can charge EVs from local solar :)
