If you're anti-illegal immigration, the only way to offset the economic issues of deportation is to increase legal immigration. This shift in policy shouldn't come as a surprise.

And the H-1B system has needed fixing for quite a long time because it's a "slave visa" that ties you to your employer and allows companies to underpay people. For example, I had an opportunity to move to the US on an H-1B but refused because of the laughable salary.
